TCP/IP (Transmission Control Protocol/Internet Protocol) is the backbone of the Internet and corporate networks. It is the "glue" that connects UNIX networks. As the Internet and those networks have proliferated, so has the complexity of TCP/IP. The status quo in the 90's was that TCP/IP would "fix itself," but that has proven not to be the case, especially in complex, corporate networks.
